Designed by Barré and printed by Hulot at the Paris Mint using the decoupage process.
By means of fragments of the image underlying the sheet receiving the print extra pressure
was exerted giving emphasis to parts of the design. The 15 bani was probably the original
die prepared; it does not show the double strike introduced into all other values during
their preparation when the figure of value and, in some instances, the letter
"B" (Bani) was replaced. The delivery of this issue was delayed by the Siege of
Paris and first came into circulation in Oct 1872. The Romanian Post also received the
full set of clichés, subsequently used without the refinement of decoupage .
